Galvanized Pipe, and the Public Record That Now Tells You Where Yours Is

Federal rule changes mean your water utility now has to publish a service line inventory with a street address attached to each line. For Baldwin County homeowners with galvanized pipe, that document is the free first step nobody is using.

If your house has galvanized supply pipe, there is now a public document with your street address in it that says something about the line running to your property — and almost nobody in Baldwin County knows it exists. The 2024 federal Lead and Copper Rule Improvements require water systems to build, publish and keep updating a service line inventory. It is free, it is specific to your address, and it is a better first step than any guess a plumber can make from the curb.

What galvanized pipe is, and why it ends

Galvanized pipe is steel with a zinc coating, and the coating is the whole design. Zinc corrodes preferentially, protecting the steel underneath — right up until the zinc is consumed. After that the steel corrodes on its own, and it does so from the inside, building rust scale inward from the pipe wall.

Two consequences follow, and homeowners usually notice them in this order.

The bore narrows. Not at one point — everywhere, gradually. That produces the signature this material is best known for: pressure that has fallen across the entire house so slowly that nobody can say when it started. If a single fixture drops, suspect a valve or an aerator. If the whole house has quietly gone weak over a decade, suspect the pipe. That distinction is worked through on the low water pressure page.

The threads go first. Galvanized is joined by cutting threads into the pipe wall, which removes the zinc exactly where the metal is thinnest. A house full of galvanized has hundreds of these, installed on one day by one crew, aging together. That is why replacing the section that failed is a legitimate repair and a poor strategy.

The rule change nobody told homeowners about

EPA finalised the Lead and Copper Rule Improvements in October 2024. The headline was lead pipe replacement within ten years. The part with a practical use for a homeowner is the paperwork.

Water systems were required to develop an initial service line inventory by October 16, 2024, and must submit an updated baseline inventory — including connectors — by November 1, 2027, along with a service line replacement plan. The inventory has to be publicly accessible, and it has to include a street address associated with each service line and each connector.

Galvanized pipe has its own category in that inventory. EPA's definition, verbatim: a galvanized requiring replacement service line "is a galvanized service line that currently is or ever was downstream of an LSL or is currently downstream of a service line of unknown material."

Read the word ever. The rule does not ask what is upstream of a galvanized line today; it asks what has ever been upstream of it. That framing is the giveaway about what the concern actually is — not the galvanized pipe as a material, but what its interior scale may have taken up over the decades it spent behind lead. A system that finds lead-lined galvanized service lines in its inventory has to include a strategy for working out how widely they were used.

How do you actually look yours up?

  1. Identify which system serves your address
    It is on your water bill, and the bill is more reliable than a map. Several Baldwin County communities are served by more than one registered system — the Daphne area alone shows three separate registered providers in the EPA record, sized very differently by population served, and which one feeds a given address is not in any public map.
  2. Ask the utility for the service line inventory
    Ask for it by that name. It is a required, publicly accessible document, and asking for it by the right name is the difference between getting it and getting a form letter. Systems serving more than 50,000 people also have to post their replacement plan online.
  3. Find your street address in it
    The inventory carries a street address associated with each service line. Look for how your line is categorised: lead, galvanized requiring replacement, non-lead, or unknown. Unknown is a common and legitimate result — it means the record has not been established yet, not that the line is fine.
  4. Then look at your own pipe
    Take a magnet to the exposed supply pipe at the water heater, under a sink, and where the main enters the house. Steel holds the magnet; copper, brass, PEX and CPVC do not. The inventory ends at the service line; everything past that is yours to establish.

Why Fairhope and Foley are the two to watch

Fairhope sits behind PWSID AL0000035, and that system reports a population served of 59,850 — the highest population served by the local water system of the 12 communities Streamlined Plumbing serves, against a resident population of 23,360 inside the municipal boundary. Those two numbers measure different things: a system's registered footprint versus a headcount inside a city limit. Neither should be read off the other.

Foley is the only other system on our map above the 50,000-person line, at 50,919. Under the rule, those are the two required to put the replacement plan online rather than merely make it available.

The rest of the picture is where the housing data becomes useful. Fairhope's median year built is 1997 across 10,360 housing units — well past the era when galvanized was standard supply pipe, which means most of the town's stock is not a galvanized story at all. The exceptions cluster where you would expect: the older blocks around downtown and Greeno Road, and the Fruit and Nut District. Bay Minette, with the lowest median year built of the 22 communities Streamlined Plumbing serves at 1976, sits at the other end of the same distribution.

What to do with the answer

If the inventory says your service line is non-lead and your house is post-1970 construction, you have spent twenty minutes to close a question, and that is a good outcome.

If it says unknown, that is worth pursuing with the utility rather than shrugging at — an unknown is a record gap, and the rule requires systems to keep working at closing them.

If your interior supply line turns out to be galvanized and the pressure story matches, the decision is not urgent but it is real. One failed section is a repair, and that is straightforward water line repair work. One more thing about houses of that era. Galvanized supply and cast iron drains were frequently installed by the same crew in the same year, and cast iron fails on its own schedule in a way that looks nothing like this.   • How do I know if my supply pipe is galvanized?
    Galvanized pipe is steel, so a magnet sticks to it — that alone separates it from copper, brass and every plastic. It is threaded rather than soldered, it is usually a dull silver-grey going to rust brown at the threads, and scraping it with a key gives grey metal rather than the pink-orange of copper. The threads are where it fails first, because that is where the zinc coating is thinnest.
  • What is a 'galvanized requiring replacement' service line?
    It is a federal category created by the 2024 Lead and Copper Rule Improvements. EPA defines it as a galvanized service line that currently is or ever was downstream of a lead service line, or is currently downstream of a service line of unknown material.     It is one of the classic causes, and it has a distinctive signature. Galvanized corrodes and scales inward from the pipe wall, so the bore gradually narrows and the whole house loses pressure together, over years, rather than one fixture dropping suddenly. If pressure has fallen everywhere and the change was slow enough that nobody can date it, the pipe is a stronger suspect than the valve.
  • Can galvanized pipe be repaired, or does it all have to go?
    A single failed section can be cut out and replaced, and sometimes that is genuinely the right call. The reason it usually is not is that galvanized fails at the threads, and a house has hundreds of them installed on the same day by the same crew. Replacing one is fixing the one that went first, which is different from fixing the problem.
