Before anything else about a failing water line, settle whose it is, because in Baldwin County that answer is not the same from one community to the next. Twelve of the 22 communities on this site appear in the EPA record with a registered active community water system — fifteen systems between them, since Daphne has three registrations over it and Robertsdale two. On those addresses there is a meter, and a meter is a boundary: the utility owns the run up to it, you own the run from it to the house, and a failure on your side is your bill. The other ten communities have no registered community system at all. No meter, no boundary, no utility to escalate to — every foot of buried line from the source to the building belongs to the property owner. That single distinction changes who pays, who you call first, and what a diagnosis is actually for. It is worth knowing before you are standing in a wet yard trying to work it out.
A note on the names, because two of them mislead. PERDIDO BAY WATER SEWER & FPD is the registered provider covering Elberta and ORANGE BEACH WATER SEWER AND F.P.A. covers Orange Beach. The word in the middle of each is part of a corporate name. The federal dataset behind these pages covers drinking water and nothing else, so those names tell you nothing whatsoever about wastewater arrangements at any address, and we are not going to imply otherwise. What the record does support is the water side: which system is registered, how many people it is recorded as serving, and whether its source is groundwater or surface water. Fourteen of the fifteen registered systems here are recorded as groundwater-sourced; the Spanish Fort system is recorded as surface-sourced. That is a source-type fact rather than a quality judgement, but it does mean the county's raw well chemistry is the wrong reference document for a Spanish Fort supply.
The second thing that moves a supply-line job is cold, and 2025 gives a genuinely useful county picture of it. Across the 21 communities with usable readings, the count of freezing days that year ran from 11 at the low end to 18 at the high, and the count of days reaching 28°F or under ran from 4 to 12. Summerdale bottomed out at 10.6°F in 2025; Gulf Shores at 17.1°F. Those figures describe one calendar year of reanalysis data rather than a long-run pattern, and they should be read that way. What they are useful for is a narrow, practical point: a buried supply line is largely protected by the ground it sits in, and what actually fails in a cold snap is the part that is not buried. The riser coming out of the ground at the meter or the wellhead. The exposed run up an exterior wall or across the underside of a raised floor. The hose bib nobody isolated. We have no data on how deep any particular line sits and we are not going to invent any — but the above-grade portion is visible, it is cheap to protect, and it is where the failures cluster.
Third, the logistics, because a supply-line replacement is excavation and excavation is a day. That is not a promise about when anyone arrives — traffic and the season decide that, not us — but it is a strong argument for locating the fault precisely before a machine and a crew are booked, because a speculative dig on the far end of the county is an expensive way to find out you were looking in the wrong place. So the sequence is: confirm the loss is on the supply line rather than inside the house, establish where the line actually runs, decide between a targeted repair and a full replacement on the evidence, then dig once.
